hey john. o'd is talking about the command we sometimes make at odds to love God and to love neighbour. o'd is saying that the command to love God is waht makes loving the neighbour intelligible. but loving neighbour can never be some abstract, "out-there" reality. it has to do with real people. in this reality, we have lots of neighbours (who is my neighbour, but that one that i treat as neighbour?), but limited resources. so, the command to love God makes intelligible and authorizes love to neighbour in a world of limited resources and unlimited needs. so, as God guides (bringing different neighbours to the head of the line), i must respond. sometimes he brings no neighbour and takes account of how well i have loved (he closes the line!). hope that helps.
